On behalf of its 15th anniversary, Center “Living Upright“ organizes a fundraising event on Tuesday, November 28, at 12 o’clock, in the big hall of City of Novi Sad Cultural Center (Katolička porta 5). The French movie “Untouchables”, which in the most direct way shows the purpose of personal assistance to disabled persons, will be screened on this occasion. 

The topic of this event is independent living and the funds raised will be allocated for covering the costs of personal assistance service. We organize the event with the support of Technical Assistance to Civil Society Organizations (TACSO) Project realized by European Commission.

The discussion with current and potential CLU donors and the City representatives on providing the lacking funds and acknowledging the importance of personal assistance service and its direct funding by the local authorities is planned to take place after the film, at 2 p.m., also in the big hall. Journalists will be present and we will be adressing the media between 2.30 and 3 p.m. in the lobby in front of the big hall. This will be accompanied with the video exibition about the history of the Independent Living Movement with messages of its leaders and a cocktail.

The Independent Living Movement advocates for the personal assistance service to be incorporated into the local system of social protection, as a service to which each citizen potentially has right. In 2011, it was recognized by the Article 45 of the Law on Social Protection and the local authorities are responsible for its funding. CLU has organized the service in Novi Sad since November 8, 2008 and has the license for it since 2014. Since 2009, City of Novi Sad has co-funded the service through the call for proposals for projects of CSOs organizing social services of interest to the City. The amount of 20 million RSD should be allocated for this purpose annually in order to employ at least 40 personal assistants. In this way all the citizens who need the service according to the national standards will be able to use it. The City of Novi Sad approved the amount of 3.8 million RSD for this year, between 2-3 million RSD annually between 2010 and 2016, which covers annual salaries of 4 to 8 PAs. Nine of them were working during the first 9 months of this year. The approved amount was spent by October 31. In order to cover all the costs for the period October – December 2017, we need to raise the amount of 2 million RSD. At this moment the Centre is organizing the service for 5 users from Novi Sad and one from Kanjiža Municipality.
